    Current issues in aquaculture: lessons from Malaysia

    Aquaculture in Malaysia has become a top 15 of global producers with 521,000 tonnes of total aquaculture production. As a world producer, it is crucial to learn the foundation and current challenges encountered by the sector. This paper address six major issues and challenges of the aquaculture sector in Malaysia specifically issues of fish stock depletion, climate changes, current diseases, media influences in the sector, non-compliance feeding practiced and poor interaction between stakeholders. The methodology involves searching the divergent trusted database and related information using a most popular search engine that covers selected journals including resources from fisheries authorities: Department of Fisheries Malaysia, Food, and Agriculture Organization of The United Nation and WorldFish Center. A combination of this findings, newest technology application will be suggested as accurate and timely information on managing aquaculture systems

    Implementation of Building Information Modelling (BIM) in Malaysia: a review

    This paper seeks to clarify Building Information Modelling (BIM) and its implementation in Malaysia. Most developed countries that have implemented BIM in the construction industry have found it effective. This paper reviews existing literature on the implementation of BIM and examines the implementation strategies that have been developed. The review highlights numerous advantages of BIM in construction, which include, among others, reducing cost, time, carbon burden and capital cost. BIM can also help increase broader efficiencies and improve coordination and communication between each party. However, implementing BIM is complicated and requires efforts from both the government and the private sector. While the implementation of BIM may reduce costs in developed countries, it may not do so in developing countries; in Malaysia, for instance, costs act as an initial barrier. Other obstacles to implementing BIM in Malaysia include application system requirements and lack of knowledge and readiness to change. To facilitate its implementation in the construction industry, the Malaysian government needs to hold seminars to promote a better understanding of BIM. They may also introduce a properly structured BIM course by preparing a standard code of practices and guidelines for BIM in the education sector

    The Government of Malaysia has taken a proactive action by implementing the strategic ICT-driven or ICT-enabled transformation programmes and ICT plays a critical role in ensuring their efficient and effective implementation. However regardless the efforts, the implementation of BIM in Malaysia mostly on the private sector driven and it is still between BIM level 0 and BIM level 1. As many of countries across the globe have shown great interest and their public sector plays an important role in leading the market towards BIM adoption, the Government of Malaysia and its agencies by capitalising the existing hard and soft-infrastructures in Malaysia should play significant roles to help in stimulate BIM technology in Malaysia to be comparable with other developed countries. This paper through literature review aims to establish a clear understanding about the global BIM implementation in the public sector, to determine the public sector readiness to adopt BIM in Malaysia and to investigate the potential of BIM implementation within the public sector. In addition, suggestions on the focus of the other research papers on BIM implementation within the public sector will be included

    Development of Internet of Thing (IoT) technology for flood prediction and Early Warning System (EWS)

    Flood is the most significant disaster happened in almost every part of the world. When the event occurred, it causes great losses in economic and human life. Implementation of the advancement of ICT brings significant contribution to reduce the impact of flood toward the people and properties. This paper attempts to investigate the capability of internet of things (IoT) technology in reducing the impact of natural disaster specifically in flood disaster scenario. First, the concept of Internet of Things (IoT), key technologies and its architecture are discussed. Second, related research work on IoT in disaster context will be discussed. Third, further discussion on the propose Internet of Things (IoT) architecture and key components in the development of flood prediction and early warning system. The smart sensors will be placed at river basin for real-time data collection on flood related parameter such as rainfall, river flaw, water level, temperature, wind direction and so on. The data will be transmitted to data centre via wireless communication technology which will be processed and measured on the cloud service, then the alert information will be sent users via smart phone. Thus, early warning message is received by the people in terms of location, time and other parameters relate to flood

    Towards achieving National Transformation 2050 for Malaysia’s smart communities 2050 with the Fourth Industrial Revolution, Malaysia aquaculture industry has become a targeted industry for the fast-growing food industry in the digital revolution that ranked in the top 15 world producers in 2014 with an estimated 521,000 tonnes of total aquaculture production. It is aligned to the 11th Malaysia Plan under the National Agrofood Policy (NAP), 2011-2020. However, in this recent years, the aquaculture sector in Malaysia is facing serious challenges in environmental issues and managing aquaculture systems during disease outbreak and disaster. This is due to lack of timely shared information among aquaculture players. For the purpose of the study, this paper used to address a mobile web application innovation as a disruptive technology to manage aquaculture systems in order to share the useful information of aquaculture issues on the right time and to the right person. Based on Design Science Research philosophy, Generic Design Cycle applied as the research methodology to develop mobile application development. Therefore, the advantages of the innovation and the significant impact to the industry also highlighted in this paper

    Spatial pattern of affordability and overhang in Selangor

    The provision of affordable housing is being developed rapidly whilst the mismatch between demand and supply in the residential market was reported as a crisis causing an increased in the overhang of residential accommodation. To date, no detailed analysis in the form of a spatial pattern for affordable housing has been studied to illustrate the crisis. Thus, this paper aims to analyse patterns for affordable house prices by using a spatial model in Selangor state with further analysis of overhang units in the Selangor district. Secondary data were obtained from various sources and the spatial model was formed and generated to examine the spatial patterns within the study area, which is in Selangor. Although previous research has found that the median household income group intended to purchase a type of landed house, for example terraced houses, the offered prices in the property market were not affordable to this particular group. Further analysis of residential overhang found that Gombak district has a high density of land use zoned for housing supply whilst facing the increased overhang. The findings of this research may guide the stakeholders on proper planning for near future of the affordable housing development with suitable type of residential to meet the residential market segmentation and demand

    Towards a sustainable supply of affordable housing with prefabrication technology : an overview

    The involvement of private sector in offering affordable housing price for the public is very crucial in the long run. It is relevant as the developing country like Malaysia is experiencing the arising of population and urbanisation process. Therefore, a well-established method such as the approach of utilising the prefabrication technology must be strategised by the stakeholders albeit many issues regarding the practice have been debated in the construction and real estate industry. Thus, this literature study is conducted to explore the arising issues in prefabrication technology so that the strategies can be well adapted by all the parties involved to ensure the sustainable supply of the affordable houses. For the purpose of this study, a systematic literature review was reviewed based on 60 papers published between the years of 2003-2017. The analysis found that the prefabrication technology issues was focus on five main themes: assemble, workmanship, financial, logistic and project information system. Hence the issued could be further strategised by various stakeholder and drive by three main components which are people, process and technology. The findings provide sensible technologies utilisation related to the supply chain systems in the development of affordable houses. All in all, although there were some issues in the practice of prefabrication technology, the more holistic driver approach is needed from all parties towards the sustainable supply of affordable housing with prefabrication technology

    The Benefits and Challenges of E-procurement Implementation: A Case Study of Malaysian Company

    Traditionally, procurement covers the sales and purchase activities between two entities, which covers various aspects from searching, sourcing, negotiating, ordering, and receipt, to post-purchase review. In line with the advancement of Information and Communication Technologies, as well as with the rapid growth of the Internet, more and more people and organisations are becoming connected. In order to move with the times, many governments around the world have looked into implementing e-government systems, part of which is the e-procurement system. This paper presents the advantages as well as challenges faced when implementing an e-procurement system based on results of a case study, from the perspective of a Malaysian company (Telekom Research and Development Sdn. Bhd.) implementing an e-procurement system that has been developed internally, rather than installing an off-the-shelf software application. Internally developed e-procurement systems covers four important dimensions, namely information collected, type of application, contract negotiation, and intelligence analysis, all of which are analysed in view of e-procurement performance. The outcome of this research yielded pertinent information for the company in identifying the strengths and weaknesses of the internally developed e-procurement system, as well as enabling the organisation to highlight the practices and performance as a benchmark to measure the level of success of their own e-procurement system. Thus, due to the potential cost savings and highlighted benefits in this paper, e-procurement requires more attention from the government as related entities for greater expansion and adoption in order to ultimately contribute to the growth and well-being of the country's economy.     Building a Smart Gardening System and Plant Monitoring Using IoT

    Gardening activities usually required a lot of time and gardeners may face varieties of problems such as sticking to the designated watering schedule. Thus, this paper intends to solve these problems by introducing the Smart Gardening System. By using this system, users will be able to control and monitor the watering schedule and the sufficiency of lights while ensuring that the plants are taken care of accordingly. The smart gardening system is different from the normal gardening products that are already available in the market because of the implementation of Internet of Things (IoT) in the system to facilitate the work for its users. By using this home-based system, users can set the watering and lighting schedule automatically by using the designated application via smartphone. Besides, users will also be notified on the moisture level of soil, light-exposure, and the water level in water tank through the application. This will allow the users to monitor the watering system and only come to refill it when the water tank is empty. This system is an advantage as it can run automatically. From this research, the benefit of smart gardening system is proven via the execution of IoT which requires less human intervention for the system to operate. Moreover, the sensors are used to gather and update all the data that is convenience to the user to keep updated on the parameter and information about the plant in a real time without physical present
